The VA Healthcare System is offering an exceptional leadership opportunity for those in the Psychiatry discipline as the Toledo CBOC Mental Health Chief. The incumbent organizes and manages the delivery of comprehensive mental health & substance use disorders clinics, services and activities which serve veterans with a wide range of addiction problems and supervises an interdisciplinary team of approximately 20 staff. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: Candidates should be board-eligible/certified in Psychiatry, have strong broad clinical (outpatient and hospital based settings) and leadership skills and ability to adapt and work flexibly with several multidisciplinary teams. Specialty board eligibility/certification is preferred but not required (e.g. Geriatric, Addiction, Consult-Liaison). Experience with Telepsychiatry is preferred but not required. Candidates should qualify for an appointment to the University of Michigan Medical School faculty as a Clinical Track Instructor (or higher) level in Psychiatry. The incumbent has broad program management responsibilities, which include the operation and management of key clinical, training, or administrative activities. Has direct responsibility for the professional activities of 3 Physicians, 2 Psychologists, 3 Nurse Practitioners, 6 Social Workers, 3 Nurse Staff, and 2 Peer Support Specialist plus postgraduate professional trainees in psychiatry, psychology, and social work. Responsibilities include broad development and active implementation of programs, policies, and procedures; oversight of administrative and programmatic resources. Further, responsibilities include monitoring of outcomes using a data-driven quality assurance process for a program that delivers specialized, complex, highly professional services that are important components of the VA Ann Arbor Healthcare System, and significantly affect the health care provided to veterans. The Toledo Mental Health Chief is responsible for the continuous evaluation of outcome monitors, measurements, and improvements in all phases of substance use disorder treatment. Finally, incumbent serves on VISN 10 work groups focusing on treatment for mental health disorders and serves as a liaison to translate decisions related to services and programming at the local level. Incumbent will also maintain a patient panel and practice clinical care as part of their role. Clinical Duties: Core Duties and Responsibilities This Position is responsible for completing the following duties/responsibilities: Diagnostic assessment, evaluation and treatment of patients with mental, behavioral or emotional disorders. Manage patients with addictive disorders, perform supportive psychotherapy and perform mental status examinations on patients using psychiatric and recovery-oriented principals. Initial and ongoing assessment of patient's mental, physical, and psychosocial status, including but not limited to: Obtain and document a comprehensive medical and psychological history and physical examination Formulates and record diagnostic impressions Manage minor acute medical problems Take call - remotely and in-person (approximately 90%/10% ratio - subject to change) Order, review and interpret diagnostic tests and take appropriate action Refer patient to consultations with specialty clinics Provide medical advice to patients, families, other services and community health providers Provides appropriate patient education on treatment of Mental Health conditions Provide orientation and coaching to new psychiatrists and psychiatry trainees rotating through the service Communicate effectively, both orally and in writing, with people from varied backgrounds.
